Adam Rotruck | President
Adam Rotruck began his career at GovTools in March of 2008 after graduating with a BA from George Mason University. Adam is now the Director of Sales at GovTools, leading business development efforts for both GovTools and their Partners. Adam’s strengths include Technical Proposals, DLA / GSA Contract Management, and Outside Field Sales. Adam fosters a team environment with each of GovTools’ Partners to help them seek and secure new opportunities in the DOD and Federal Law Enforcement market.
Adam provides guidance and understanding of Federal procurement regulations and contracts including the FAR, DFARS and GSA Multiple Award Schedules . Adam assists Partner suppliers with sales forecasting based on Government/DOD spending trends and overall market shifts to new theaters of operation.
Adam is a two-time awardee of Sales Rep of the Year for Gerber, one of GovTools’ Partner suppliers. Adam’s training includes Basics of Government Contract Administration, Basics of Government Contracting - Federal Publications Seminars, GSA Business Breakthrough Workshop Series, and MAS Boot Camp – Achieving Success in Business Development Contract Management.
Adam lives in Northern Virginia with his wife and two sons, and when he’s not working he enjoys traveling, golfing, hunting and fishing.

John Bailey | Vice President
John Bailey is a US Military Veteran having served in both the US Navy and US Army from 1995 to 2006. His service included combat tours throughout the Middle East to include Operation Enduring Freedom Afghanistan.
John counts his time served as a Scout with the US Army's 10th Mountain Division as one of his fondest military experiences.
After completing his military service John was a Private Security Specialist on several Department of State contracts, notably at the US Embassy in Kabul Afghanistan.
Since 2012 John has worked in support of the Department of Defense and Federal Government agencies in the areas of business development, sales and manufacturing of operational equipment.
John serves Govtools partners and government end users by bringing a wealth of operational experience serving as an SME on mission critical equipment while also providing a keen understanding of Government contract vehicles and procurement processes.

Government Sales Manager
John Finney served 24 years in the U.S. Marine Corps. Beginning as a Logistics specialist in May of 2000, John transferred into the Marine Reconnaissance / Force Recon Military Occupational Specialty 0321 and retired as the Battalion Sergeant Major of Third Marine Raider Battalion in May of 2024. John is married with five children and enjoys the outdoors, hunting, volunteering, spending time with family at the pool and watching football.

Inside Sales Support, Government & Military
Dianne plays a critical role in supporting GovTools' daily operations and customer engagement across all Department of Defense and federal sectors. From coordinating quotes and managing order flow to ensuring timely responses and high-touch service, Dianne is the central point of contact for our internal sales efforts. With a deep understanding of procurement processes and a strong commitment to customer service, Dianne ensures our partners and end users receive responsive, accurate, and effective support. Working closely with our outside field sales team, she helps bridge the gap between frontline customer needs and backend operational execution. In her spare time she enjoys spending time with her family, especially her grandchildren, knitting, camping and road tripping!

Government Sales Manager
Dennis is a dynamic Government Sales Manager, providing outside field sales support on behalf of our partners. While his primary focus is on the West Coast, Alaska, and the broader PACOM region, his efforts span Department of Defense installations across the United States. Dennis brings over 20 years of distinguished service in the U.S. Army, where he held several senior leadership roles. His extensive military background and firsthand understanding of Army operations provide exceptional insight and value to our team and partners. Outside of work, Dennis enjoys hunting, fishing, and spending time outdoors with his wife and children in the Pacific Northwest.

Government Sales Representative
Darren has been with Govtools for over 30 years and serves as a Government Sales Representative, specializing in GSA-related sales and support. With a strong focus on federal procurement through the General Services Administration (GSA) platform, he works closely with government buyers, contracting officers, and end users to streamline access to our partners’ products and ensure compliance with federal acquisition regulations. Darren is responsible for identifying opportunities, responding to GSA quotes and RFQs, and supporting all phases of the sales process—from product education and contract support to order fulfillment and customer service. His deep understanding of GSA schedules, purchasing thresholds, and federal buying cycles allows Govtools to deliver timely, accurate, and mission-ready solutions across military and civilian agencies. In his free time, he enjoys the outdoors, biking and hiking.
